David
Flaherty is a principal and
co-founder
of Magellan Data and Mapping
Strategies, LLC. He is one of
the most experienced and talented
technical operatives to have
worked for Republican Party at
the state, local and national
levels. He has managed and directed
some of the most challenging
technical projects the Republican
Party has undertaken in the past
15 years. Throughout his career
David has held senior positions
of responsibility requiring a
mastery of political data management
and analysis. David’s career
began in the summer of 1991 as
an intern at the Republican National
Committee (RNC) where he learned
the fundamentals of building
a voter file for the Mississippi
Governor’s race. He was hired
full time in 1992 to work in
the Voter Programs Department
where he learned the process
of building a nationwide voter
file for the election cycle. In 1994 David
took a position in the Political
Analysis Department of the RNC
where he managed the construction
of a nationwide precinct return
database, produced political
analysis reports for state and
federal campaigns, and became
the point person on geographic
information mapping (GIS) technology.
David was involved in the 1994
and 1996 voter file construction.
From 1994 to 1997 David worked
on campaigns on behalf of the
RNC in Maine, Oregon, Nevada,
New Mexico and Delaware.
In May of 1997
he left the RNC to sharpen his
programming skills at the telemarketing
firm Optima Direct. Then in 1998
the Clinton Administration unexpectedly
announced their intention to
use statistical sampling in the
2000 US Census. The Republican
Party leadership was very concerned
that the 2000 Census counts would
be manipulated for political
purposes and give the Democrats
an edge in the 2001 redistricting
cycle.
To
address these concerns the
Republican House
Leadership added several staff
positions to the U.S. House Subcommittee
on the Census which David joined
in the spring of 1998. His primary
role was to conduct oversight
and analysis of the Census Bureau’s
statistical plans for the 2000
Census. David also was closely
involved in planning Congressional
hearings and providing information
to members of Congress.
In
the fall of 2000 David returned
to the
RNC to become Manager of Redistricting
Technology. David’s responsibilities
included planning, managing and
implementing the data and software
used by Republican stakeholders
in the 2001 redistricting cycle.
He worked closely with congressional
delegations, state parties, state
legislative caucuses and attorneys
in developing their technical
resources. During this time David
evaluated redistricting software,
managed the integration of political
data with census data, and managed
the "line drawing" staff.
After the 2001 redistricting
cycle David was a consultant
to the RNC where he assisted
in building their email database.
In
May of 2005 David accepted
the position of
Director of Membership and Campaign
Operations for the conservative
grassroots organization Americans
for Prosperity Foundation (AFPF).
During his time at AFPF he managed,
updated and maintained the 375,000
membership database. He also
developed web based applications
and "netroot" strategies
to generate internet grassroots
activism. Finally, David worked
with state directors in Texas,
North Carolina and Kansas to
develop membership and grassroots
programs.
In
February of 2006 David relocated
to Denver
Colorado to take a position with
the Republican "527" organization,
The Trailhead Group. David’s
primary role at Trailhead, and
later for the Colorado Good Government
Initiative, was to manage all
campaign technology projects
and programs.
David is a graduate
of the University of Delaware
and resides in Broomfield Colorado
with his wife Jennifer and their
sons Jack and Bobby.
